Trump doesn't, if for no other reason than it will make him look bad (one of his campaign promises was to get us out of the Middle East, so starting a new conflict is bad). Bolton and Pompeo, OTOH, are gung-ho about attacking Iran. Look how quickly Pompeo jumped on the "Iran's fault" bandwagon, whereas Trump has been more circumspect lately. Thankfully, Bolton no longer works for the govt.

Trump is applying "maximum pressure" so he can get a better deal than Obama's. Hasn't worked yet, and arguably has made things worse.
