A hugely broad interpretation of the the first can be used to refuse to serve blacks or Hindus on religious grounds. The second can be used to let people become unlicensed gun dealers who sell thousands of guns per year with no questions asked. A stringent application of the fourth would cripple police work.
5 is not liberal if you express it by using "Democrat" as an adjective. I would say that sane border security is a middle-of-the road position, with both the left and the right quarter of the country taking rather absurd stances.
7 is not a solidly liberal position, more libertarian. It's hard to find many liberals who support legalizing heroin.
8 is isolationist, not liberal.
9 is definitely not liberal, though I agree with him that the death penalty is less unpleasant if there is a stronger requirement of certainty of guilt.
11 is anti-first amendment, sometimes liberal and sometimes conservative. Both liberal countries like the Netherlands and conservative ones like China agree with Henry.
I agree with you that 3 is not liberal - it usually is an excuse for reducing spending excessively.
