A Rabbi should always consult another.

Not necessarily. If someone is acknowledged as a halachic expert in a field, he doesn't need "checking" by another rabbi. For example, Rabbi Fuerst in Chicago is an acknowledged expert in the field of kashrus. He doesn't need to consult with others on questions involving commercial food preparations.
