Other countries such as Norway offer criminals rehabilitation with much success rather than straight incarceration with no way to reintroduce criminals into society. As for your last point, NYC shuts you up, we ended policies such as that but crime has continued to go down. While people such as you, naziolog and mr centrist chris swear that DeBlasio will ensure that NYC would end up on fire.
