He did refuse to give the NY Giants a parade after they won Super Bowl XXI. As I recall, he said that the Giants played in NJ so let NJ give them a parade, which they did. By the time the Giants won Super Bowl XXV, Dinkins was in office and he did give them a parade.

I remember attending the parade for the Gulf War veterans back in 1991.
