Why? I am NOT using it in the context of a "well regulated militia." I am using it in the modern context.

The problem with doing that is that people think that it has to do with the prefatory clause. So just use "controlled" and be done with it.

Besides, I use "regulated" to mean subject to regulation, and gun control can be implemented by statute instead.
