Yes, it can, but sometimes you don't have that luxury.

Try calling for an RMP in the 44 at, say, 11:30 on a summer Friday night. They'll get to you maybe by Sunday. You have to work with what you got. Usually that means another EMS crew will come to help you, but that's it.
