FALSE. Traditionally, "Indians not taxed" were not US Citizens and could not vote outside of tribal elections. They were among the group intended to be not included under the phrase "subject to the jurisdiction thereof" in Amend. XIV, sec. 1. Any Indian who became a citizen was counted. Indians were conferred citizenship en masse by an act of Congress in 1924, making this provision entirely moot, at least until such time as Indian citizenship is repealed.
