Too bad the Constitution says otherwise.And the interpretation couldn't be clearer. Back in 1866, they clearly used the word "persons," instead of "men," even though women couldn't vote. There was a clear intention that representatives did not merely represent voters but also those persons in their districts who could not vote. Similarly, children can't vote, but are nevertheless counted. |
