In his case, he's directly and clearly telling them to do so, and that he'll cover their costs for their mistakes. So yes, he's responsible, since normal conventional wisdom dictates leaders do NOT behave in that manner. You wanna sit at the top, you gotta sitstill, not fidget and keep yer trap shut. Otherwise, it sets off waves that unbalance the whole deal.
