The effect of NYC winters on the populace are worse because sidewalks are treacherous for days after a snowfall, and people need sidewalks. Road clearing also can take a while.

Albany winters, sidewalks are equally treacherous for days but people only need them long enough to get to their cars. The roads are also cleared much faster, with conditions being good enough for a beater car on bald tires to traverse safely only a few hours after the storm has passed.
