That is discredited science.

And besides, reduction in disease brings self-checked population growth.

Third world countries that manage to reduce the death rate of children (many of your "shithole" countries) find that couples start having far fewer children. You don't want to have 6 children if you can feel confident that your children will live to adulthood.
