If it does, he'll be stopped there.I'm not convinced. He's invoking the National Emergencies Act of 1976. Under the NEA, Congress can disapprove, but then Trump can veto Congress's disapproval. If Congress can't override, the declaration stands. There's nothing in the NEA that says the President's declaration of an emergency has to be truthful. :( The only obstacle Trump faces is that for the first time ever, he is invoking an emergency to spend money that Congress has specifically decided not to authorize. |
