Yes, that's exactly what I mean - it's the loophole around byzantine hiring policies. Their official hiring policy can be as PC as they want, with consultants completely bypassing it. They put forth a call to the consulting company, who sends on-paper qualified individuals, and they toss back the dead weight.

To simplify the problem and/or solution:
Lets say a company decrees that going forward, they will have exactly a 50/50 male-female split. However due to the nature of the business (let's say it's something unsexy like trash pickup) of every 10 applicants they get 9 are male and 1 is female. Even if every female is qualified and only 4 the males are, it will still be very difficult to have a 50/50 split.

However, lets say they only do 5 rounds of hiring, each time grabbing the most qualified male and the sole female, they will have 10 FTEs at a 50/50 split. Then, they can use some form of subcontractor or temp agency to provide the rest, which will skew extremely male.
