It's rather narrow. It's possible that Trump was guilty of transgressions that were not investigated. Two examples have to do with tax evasion and charity fraud, which has been referred to local prosecutors. I would not expect to find such allegations in the report because they are not within the investigation's scope. I'd assume that I'd accept such a report within the framework of its guidelines. However, I reserve the right to read it before passing judgment. |
