If there's a stalemate between between a Republican governor and a Democratic legislature, the courts will decide it.

Exactly.

As long as the Supreme Court allows gerrymandering, NY has to do its share to combat Texas, Georgia, etc.

If the courts decide NY, it will be fair redistricting. This country can't afford for NY to have fair districts while TX and GA have unfair ones.
