But they don't get disenfranchised. By your logic, having a municipal popular vote for mayor disenfranchises Staten Island because of lack of population density.

And have you looked at a county map of NY elections? Perhaps there ought to be a gubernatorial electoral college because right now the Adirondacks are disenfranchised due to a lack of population density.
