Maybe your beloved Soviet Constitution includes a filibuster, but the US Constitution does not. It's part of the procedures of the Senate which the Senate may unilaterally change. On the other hand, the Constitution does require the Senate to provide advice and consent to the President on Supreme Court nominations. |
