Where is it claimed that Ocasio-Cortez does not understand the election system?

And how many New Yorkers of any persuasion do you think understand electoral fusion or other related issues?

Finally, her concerns are legitimate. Just ask John Marchi and Mario Procaccino. And in a more recent example from another state with electoral fusion: Ned Lamont.
