Nah; there was always that "two-speed Europe" backup plan where a group of "core" nations becomes the Viertes Reich and the rest become their vassals.

To paraphrase the third plebeian in Julius Cæsar (during Mark Antony's speech in Act 3 Scene 2), I fear a worse will come in her place.
