It wasn't the victory Republicans were looking for either as the Supreme Court did not hold that, categorically, partisan gerrymandering is not justiciable. Partisan gerrymandering tends to adversely effect Democrats more than Republicans as Democrats tend to be more clustered. The concurrence by Justice Kagan (which was joined by Justices Ginsburg, Breyer, and Sotomayor) gave a roadmap for how the Plaintiffs could demonstrate Article III standing. Similar to Masterpiece Cakeshop, you have 7 votes on a procedural issue but whether you have 5 for one position on the other on the substantive issues is unclear.
