Actually, I believe those are R-32s. Check this video.



At 0:29 you can clearly see that the entire sides are fluted, instead of just the bottom like the R-38s. Also, I took a screen cap, those are definitely R-32 numbers and number plates.

I don't think the B used R-38s in 1975. The N had some in the fall of 1974. 3950-3999 (except for 3990/1, because by then this had happened). I think the B was using R-38s by 1977, mostly ones displaced from Jamaica Yard by the R-46.
