People get arrested for "no reason" all the time in America. See Abner Louima, for starters. Justin Volpe arrested him for assaulting a cop--except that Louima wasn't even there when it happened. Volpe found a convenient Black face, and locked him up, confident the system would take him at his word. Only an alert nurse at Coney Island Hospital made Volpe's scheme unravel.

Then, there are (Black) people who get locked up, whose only charge is "resisting arrest". The cops aren't even imaginative enough to concoct an underlying offense!
