The only thing gun ownership says to another person is "I want to/plan to/can kill you". That's like yelling FIRE in the proverbial crowded theater. It's not symbolic of anything beyond that. Open carrying of a gun in public as opposed to during hunting season in the woods, is a threat to the public.
