Presidents have generally opposed the bill because they see it as Congress usurping what are typically foreign relations duties taken up by POTUS in his role as head of state.

That's your evaluation. Clinton never openly opposed the bill, but he gave himself deniability by letting it become law and using the waiver. In his last weeks at President he actually hinted that he might let the law go into effect, but didn't do it.

W and Obama BOTH campaigned (rather loudly in some rallies) that they would make put our embassy in J'lem, but signed all the waivers, and never suffered politically for their lie. But they never said, on signing the waivers, that their executive right was being compromised.

Trump also campaigned on it and now has done it, and he is being widely condemned.

Guess sometimes it pays to lie.
