"Retarded" and "delinquent" both started off as words meaning "delayed" or "late". They assumed quite different meanings when used to refer to people. I guess the idea was to refer to intellectual development, in the first case, and moral development, in the second, as being delayed. Of course, that wasn't a terribly accurate description.

There's nothing wrong with using "retarded" in the literal sense of saying that a spark is advanced or retarded. Likewise, we still hear about delinquent bill payment. But using "retarded" to mean intellectually impaired is frowned on today. Using it as an insult word is even uglier. So using just the second syllable and appending it to another word to form an insulting variation of it really should be seen as utterly repugnant.
