That's an excellent point, but on a more fundamental level where would the water to fill these locks sitting a mile up in a desert come from? The Panama Canal's Gatun Lake is barely able to keep the locks supplied in a far more hospitable environment.

You'd either have to divert a fair portion of the Colorado or Rio Grande's flow from around 500 miles to the north on aqueducts that would make California's system look puny (while leaving that state and its agriculture high and dry), or construct gigawatts of pumping capacity to lift seawater into mountains. But I suppose if you were installing that sort of generating capacity then desalination wouldn't be all that great an overhead expense.
