It depends whether you put the jails near the courts, or just randomly over the city. So you probably have a good point, because available land is all over, and probably in the most distant possible locations.

And of course you are right that more jails means more vans needed, and also less likely to be filled with exactly the maximum allowable number of prisoners, all going to the same place.
