"Former world power" describes numerous European countries. :)

Britain, France, Spain, Portugal, Denmark, Sweden, Germany, Austria, Poland, plus whatever others I'm leaving out.

As for "irredentist," I haven't heard too many calls lately for Quebec and Louisiana to be returned to their rightful owner.
