There are some obvious poison pills.

First, individual policies will be paid by providing tax credits. Such tax credits obviously benefit only to those whose tax liability exceeds the amount of the tax credit. If a person's tax liability is zero, they are left with no additional income by which to pay for individual insurance. Under Obamacare, the government provided direct payments to individuals for such insurance, as an entitlement.

Second, most people receive health insurance as an employment benefit. Obamacare mandated that employers over a certain size provide such benefits. That mandate has been removed. Therefore, one should expect employers to eliminate such benefits and force workers into the individual policy market. The limitations for individual policies were described in the first point.

Third, the indigent are covered by Medicaid. Medicaid is administered by the states but the states are reimbursed by the federal government based on the services they administer. Medicaid will be capped. States will receive block grants that will bear little relation to their Medicaid expenses. Those currently under Medicaid can continue receiving their benefits. However, the cap will prevent more people from receiving Medicaid assistance once it becomes enacted (after the 2020 election.)

I trust you see an emerging pattern of reduced health care coverage.
