The Mandatory aspect is what is holding it all up. You can't just cherry-pick pre-existing conditions and 26 year olds and expect insurance companies to be charitable and pay for it.

It all requires heavy duty actuarial math, which most in Congress, including the MD's, have no background in. Lucky if they got 1 or 2 semesters of calculus in college. The only things the MD's know about health insurance companies is what diagnosis codes to enter.
