There has been a common sense protocol followed by all recent Presidents that reflecting on the Holocaust without mentioning the Jewish people would be absurd.

Annual Presidential proclamations are heavily influenced by those that preceded them.

Not mentioning Jews on such an occasion requires a deliberate decision.
