The purpose is to quantify traffic congestion and establish a baseline against which congestion effects can be compared. Comparative terms like heavy congestion, moderate traffic, etc. are meaningless because everyone has a different basis for comparison. I conclude in this instance you would rather keep repeating your anecdotal observations rather than using them to establish a quantitative model.I gather you were too young to have experienced Hans Mueller. The final paragraph expresses Mueller's philosophy: in physics something does not exist unless it can be measured and quantified. |
