But requiring licensure doesn't "stop" anyone from"exercising their rights". It merely creates an accreditation requirement so the government can track the sale. Given that guns are deadly machinery, manufactured for the purpose of killing living things, the government's interest in the transaction is fairy evident.

I couldn't handle or administer narcotics in my ambulance without two levels of certification and the two-man rule for receiving or exchanging them, for the same reason--the government has a specific, legitimate interests in knowing that I'm not selling pr using dangerous drugs. I had to account for every last drop or milligram, and God help me if my ACRs and actual usage don't match up. Trust an believe, the bosses and BITS could, and did, pull patients' blood if they were the least bit suspicious of someone. The meds you said you gave, better be in your patient's system, or you would swing. I personally witnessed this happen to two medics and a lieutenant, years ago. The lieutenant only got out of prison last year.

If they can monitor medications that carefully, there's no reason guns can't also be tracked similarly. It won't infringe anyone's rights at all.
