Aside from the envirnmental stuff, which knows no state bodaries and therefore must be a Federal jurisdiction ( you obviously don't know about the river fires and pollution issues from the sixties - deadly smog, dead forests(that went into the seventies and even the eighties) that brought about environmental legislation in the first place....which is WHY you grew up in a cleaner world than many older than you recall) the rest pretty much are state and local regulations, yunno state's rights. Intend to agree with the "safe spaces", that's a sign of over coddled youth.

Governments, mostly (non Fed) locally, have been guardians of public health for a very long time, over 100 years. Given that health insurance pools are ultimately responsible for paying injury claims, it's worth sane and simple steps, like seatbelt and helmet laws for cyclists, which should be basic common sense safety practices but aren't thanks to basic human stupidity on the part of some, exist. Simple measures save big $j$j.
