It doesn't "starve" the public school system. Public schools would have fewer students.

Public schools are built to handle a projected number of students. If you set up a system to serve 1,000 students, and suddenly 30% of your students and 30% of your funding disappear, you can't immediately adjust. There are major transition costs to reducing the size of the public school system. There are also major ongoing costs in having a public school system that has fluctuating enrollment depending on the popularity of the charter schools.
