The British Constitution doesn't allow for enacting of laws through popular referendum. Until an Act of Parliament makes an application to the EU, there is no Brexit.

And it makes sense for the Act of Parliament and subsequent negotiations to be shepherded by someone who supported the cause, not by Cameron.

All of that takes months. The French Foreign Minister was just being petulant in ignoring British law.
