The US had the Somalia model before Medicare and Medicaid. People who didn't have enough money lived far less long than people who had more money. The introduction of Medicare caused a remarkable increase in life expectancy, which raised the cost of Social Security.The difference in life expectancy as a function of income is still there, but it's considerably less. Life style now plays a greater part. A country can keep government expenditure lower by using the Somalia model of health care. It's only a question of whether it wants to or not. |
