I expected this verdict. The Baltimore police ops guide says the responsibility for securing wagon prisoners sits with the driver. The defense knew that, too. However, if Nero saw that Gray was unrestrained while handcuffed, he should have at least said something, and because he didn't, the official misconduct charge should have resulted in a conviction. The idea is that all six cops were supposed to be looking out for the welfare of their prisoner, especially the wagon man and the supervisor.
