No, as Spider-Pig points out. At the time those guys were born, the law was that you were a citizen immediately at birth (and therefore probably a "natural born" citizen) even if born overseas as long as one of your parents was a citizen and had lived in the US for at least 5 years since age 14.

Obama's mother, being 17, couldn't meet that requirement. Cruz's mother did.
