Right. 1965 is when the McCarran-Walters Act for the Exclusion of Evil People got mostly overturned by the Hart-Cellar Act for the Welcoming of Evil People.

McCarran-Walters excluded my grandfather because he was evil (born in Africa) but allowed in his sons who weren't evil (born in western Europe).
