I don't see what the controversy is. Our treaty with Iran essentially consists of calling their bluff that their nuclear program is peaceful by forcing them to give up uranium enrichment and plutonium production. But they're still going to need fuel for Bushehr and any other future civilian nuclear power plants. We can't allow them to enrich that fuel inside Iran, so we need them to buy from other countries. Iran's IR-40 reactor at Arak was designed for plutonium production but with the treaty will be modified and will end up somewhat close to Argentina's fleet of three heavy water reactors.

It's also worth mentioning as the article does that Argentina rebuilt the research reactor in Tehran in the 1980s. They do medical isotope extraction from that reactor and the fuel ran out in 2010. Getting new fuel for the research reactor would show good faith in the bargaining process leading up to the Iranian nuclear deal without a risk of nuclear proliferation from the small amount of low enriched uranium being imported.
