Ignorant as always.The Senate does more than ratify treaties; it can refuse to approve treaties, amend them, or attach reservations. Congress has the power to declare war, which it has done four times, the most recent being World War II. The Senate’s Finance Committee decided that Congress should get an up- or down-vote on the Trans-Pacific Partnership, a free-trade deal between America and dozen Pacific nations. |
