Radioactive materials are pretty easy to detect if they're in a high enough concentration, and assuming they're not going to ship it in all at once, it will take time to get enough to make it dangerous. Flying it in will be problematic, so it's more likely to come in by ship. All that time also means risking getting caught by Homeland Security.

All this is going to be even harder with Israel, which is why terrorists resort to early 20th century, if not 19th century or earlier, methods of hitting it. Hence the need for IRBMs, which are the hardest things to intercept the Iranians have. There's also cyberwarfare, but the Israelis are pretty good at that too. The US, not as good.

Be that as it may, dirty bombs are still terrorist acts. What are the non-terrorist acts you were talking about?
