No. That refers to humans once they are born alive. Nothing about fetuses in the Old Testament.

Sure there is. Exodus 21:22 specifically says abortion isn't murder.

The Babylonian Talmud, Sanhedrin 72b establishes that life begins when the head of a baby has emerged, and abortion may be performed up to that point to save the mother's life.
