very few people have the "willpower" to override basic survival instinct for any length of time,

Nobody is saying that fat people should willfully "starve" themselves.
As you pointed out, it will have counter-intuitive effects.

However their lack of willpower in resisting that seventh trip to the buffet table is a personal failing.
