Is it ever "improper" for the captain to take command of his or her ship at any time during the flight?

Trick question. The Captain captain is ultimately responsible for the safe conduct of the flight to include exercising emergency authority as deemed necessary. I speak only of my company but the SOP upon hearing "Go Around", whether it be from anyone on the flight crew, ATC, or unknown source, is to immediately initiate the missed approach procedure/profile. You can talk about it later. Your use of the phrase proximate cause of the incident was pretty fly no pun intended for a white guy respected person of color.
