No, there is a system that encourages cops to be bad. The exact number that are bad is irrelevant; any cop that participates in and perpetuates the system supports the bad ones whether they intend to or not. Although given the sheer numbers of incidents and the realities of how people respond to social pressures, it's bound to be a lot more than "a few." |
