Whether or not the Constitution states that the right to vote is a right conferred only on citizens (it doesn't)

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

So the power to grant non-citizens the right to vote is reserved to the States and the people.

So if the state of NY wants to allow its subsidiary, NYC, to permit non-citizens to vote in municipal elections, it can do so.
