Actually, it's because a "terrorist" refers to a non-state actor. Hamas is now the semi-legitimate government of Gaza.In fact, a war crime can only be committed by a state or pseudo-state actor, so if Hamas were "terrorists" then they couldn't have commit war crimes— they'd have only commit regular crimes. |
